Dr. Michael Chumer
Dr. Chumer is a 1964 graduate of the U.S. Naval Academy and obtained a MS degree from Georgia Institute of Technology and a Ph.D. from Rutgers University. Dr. Chumer successfully started the first Unmanned Aircraft Systems initiative for New Jersey Institute of Technology (NJIT). He personally wrote and obtained three FAA Certificates of Waiver/Authorization (COAs) for NJIT. Two of these COAs were in Class E and G airspace and included some of the most heavily trafficked civil and commercial airspace in the United States. Dr. Chumer successfully directed and led the first flight of Unmanned Aircraft Systems (UAS) in the National Airspace in NJ designed to create processes and procedures required to bring UAS capabilities to emergency management, Homeland Security/Defense, public safety, and Humanitarian Assistance Disaster Recovery (HADR). Dr. Chumer is Affiliated Faculty, New Jersey City University (NJCU) and is the academic advisor for their Doctor of Science program in Civil Security, Leadership, Management and Policy. Dr. Chumer as a Board member of the Business Emergency Operations Center (BEOC) Alliance helped shape the National BEOC model currently used by FEMA HQ which integrates the private and public sectors during responses to and recoveries from disasters and catastrophes in the United States. Dr. Chumer is permanently inscribed on the National Air and Space Museum Wall of Honor and has been inducted into the Perth Amboy High School Hall of Fame for his research activities. The team that Dr. Chumer created has now become The UAS-CORE LLC and is extending research, training, and education programs into the Public and Private sectors.
Joseph Chimento, BS MS DoD InfoSec SME CISA/CISM
Joe is an Information Security Subject Matter Expert working for Zimmerman Consulting Group, a small military defense contractor located in Leavenworth Kansas. His area of expertise is designing, accrediting and securing classified laboratory environments. Prior to the Ft. Monmouth BRAC, Joe served as the lead security expert assigned to the Army Systems Engineering Office (ASEO) in the Space and Terrestrial Communications Directorate (S&TCD). His area of focus is on computer, network and physical security of the C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) laboratories. He is also a government appointed Information Assurance Security Officer (IASO), Network Administrator (NA), and System Administrator (SA). Joe also holds two nationally recognized certifications by ISACA. He is a Certified Information Systems Auditor (CISA) and a Certified Information Security Manager (CISM).
Joe earned a B.S. Degree in Electronic Engineering Technology from The College of New Jersey and an M.S. Degree in Information Systems from The New Jersey Institute of Technology. He is now pursuing his D.Sc. degree in Civil Leadership, Security, Management and Policy at New Jersey City University where he also serves as an Adjunct Professor of Cyber Security. Joe is also an active member of the FBI’s Infragard organization and a Senior Member of the IEEE. His is also an active research affiliate for NJIT's Crisis Communication Center Working under Dr. Chumer. Joe's research interests are in long haul wireless and terrestrial communication reachback techniques for use in emergency situations.
